Integrated pest management (IPM) is the practice of controlling pests by taking advantage of their needs and modifying the environment to make it inhospitable for them.  Properly executed this generally minimizes the need for the use of pesticides. 

Any time you can take away just one thing that a pest needs to live you can control it or manage it at acceptable levels.  Sometimes a rake or a coat of paint is more effective than any pesticide.
